asked the Minister for Justice whether he is aware of the serious danger and constant annoyance caused by stray horses, especially in the Finglas-Ballymun-Santry area of Dublin; and whether he is satisfied that existing legislation is adequate to cope with this menace.

I am aware that wandering horses are a hazard on the roads and that they are, from time to time, the cause of accidents.

The Garda are doing all they can to deal with the problem. Ninety-two prosecutions were instituted in the year ended 31st October, 1969, against persons whose horses were found wandering on the roads in the Finglas-Ballymun-Santry area. In the same period the Garda impounded 115 horses in that area.

I am satisfied that existing legislation is reasonably adequate to deal with the problem and it is doubtful if the position could be significantly improved by any legislation that would be likely to be generally acceptable.
