Practically all the vocational schools and about one-third of the secondary schools carried out assessments of their pupils' oral proficiency in modern languages.
In the case of schools which failed to carry out such tests the pupils were not penalised in relation to the marking.
My question is not answered by merely saying they were not penalised.
In the case where no assessment was made the papers were marked on the usual basis of 160 marks and then one-ninth was added on, making the normal total of 400.
