asked the Minister for Local Government if following the recent collapse of high towered dwellings in Kidderminister, England, he will have wind tests carried out in the high tower flats in the Ballymun Estate, Dublin; and if he will ensure that all further high dwellings for public habitation will be tested in this fashion.

I understand that some flats in the borough of Kidderminister were recently evacuated after appraisal by structural engineers. I am advised that this action has no relevance to the Ballymun flats which differ fundamentally in form of construction from those in Kidderminster.

There is a well established code of practice concerning the wind-loading of buildings which governed the design of the Ballymun flats. When a revised draft British code of practice was published last year the Ballymun design was rechecked against the new criteria and the high-rise buildings there were found to comply fully with them.
