Deductions under the PAYE system are confined to income which is chargeable under schedule E. The annuities to which the Deputy refers are chargeable under schedule D and consequently it is not possible, under the law as it stands, to apply the PAYE system to them.
May I put it to the Minister that while the annuitant is not subject to PAYE he is assessed under the PAYE procedure and as a result many annuitants who are elderly people find difficulty in applying for refunds and perhaps the Minister might consider amending legislation in this regard?
There would have to be legislation for any changes made.
