Returns to Writs: Kildare and Longford-Westmeath. - Order of Business.

It is proposed to take business in the following order: Nos. 1, 2, and 14 (Votes 27-33) and No. 15.

Arising out of the Order of Business I asked the permission of the Ceann Comhairle, under Special Notice, to put a question to the Taoiseach about the situation arising from the recent by-elections in Northern Ireland. This was ruled out and I accept the ruling. I hope it does not imply that the situation arising out of the Bannside and South Antrim elections is to be regarded as not being a matter of urgent public importance.

The Deputy is entitled to put down a question as an ordinary question.

I had hoped to afford the Taoiseach an opportunity of making an urgent statement on it, particularly in regard to the question of introducing proportional representation in the area.

Does the Taoiseach think this is not a matter of urgent public importance?

I have no function in deciding whether the matter should appear as a Special Notice Question.

Would the Taoiseach say when it is hoped to give time to discuss the White Paper on the implications of Ireland's entry to the EEC?

I cannot say when but, as I indicated already, I propose to give time later on.

In this session, before the summer recess?
