asked the Minister for Justice on what grounds a visa was refused to a stateless person (name supplied) in possession of a travel document valid for return to his place of residence in Sweden, when this person sought to pay a visit of limited duration to a relative who lives in Ireland.

The granting of a visa to a stateless alien is a matter in the discretion of the Minister for Justice and, as a general principle, it is not the practice to give to third parties reasons for the Minister's decision whether it is positive or negative.

However, as the terms of the question are such as to imply that a refusal in this case was arbitrary and unreasonable, I would like to say that this is not so: a person named by the alien as a distant relative denies any relationship or knowledge of him.
