asked the Minister for Local Government if, in view of his statement to a recent deputation from NATO that persons on fixed rents throughout the State would not be forced into a differential or graded scale of rents, he will give an assurance that tenants appointed to the 20 house scheme at St. Brigid's Square, Portarlington, County Laois, who accepted tenancy on a fixed rent will not be obliged to pay differential or graded rents.

I do not regard a local authority as being placed under an obligation by existing regulations to charge income-related rents to persons on fixed rents. The authority should, however, have available an approved differential rent scheme for which tenants on fixed rents may opt where their rents are increased. Local authorities were informed accordingly by circular letter of February, 1969.
