asked the Minister for Education when the Higher Education Authority were constituted; how many meetings were held; and when it is expected to have an interim report.

The Government's decision to appoint a Higher Education Authority was announced on 15th August, 1968: the authority were appointed on an ad hoc basis at that time and held their first meeting on 12th September, 1968. The interim assignment of the ad hoc authority, pending the introduction and enactment of legislation to give effect to the Government's decision referred to above, was to advise me as to the nature and form of the legislative measures which would be required to implement the Government's decisions on higher education as published in July and August, 1968.

Since their establishment, the ad hoc authority have held 41 full meetings. There have also been more than 200 meetings of working parties and sub-committees.

The first general report of the authority was issued in October, 1969. Reports which they made to me on the question of establishing a Council of National Awards and on the provision which should be made for higher education facilities in Limerick had been published earlier in 1969.

Legislation for the establishment of the authority on a statutory basis will be introduced as soon as possible.

When did the Minister receive proposals from the authority for draft legislation to establish the authority on a statutory basis?

I have not that information.

Was it a year ago? Was it a considerable time ago?

Why has it taken so long to bring it to the House?

I have to deal with other matters in addition to the establishment of the Higher Education Authority on a statutory basis.

It has a low priority?
