asked the Minister for Finance if he will state the text of the proposals for an agreement in relation to pay in the public service for the period 1st April, 1970 to 31st December, 1971.

The text of the proposals is as follows:

Pay in the Public Service 1970

1. Following two meetings between the Minister for Finance and representatives of the Public Services Committee of the Irish Congress of Trade Unions a committee was set up to consider the question of pay in the public service in 1970. The committee consisted of representatives of the Public Services Committee, officials of a number of Government Departments and representatives of the County and City Managers' Association. The committee met on ten occasions and the Minister for Finance subsequently had three meetings with the members of the committee.

2. The committee agreed to propose the following pay increases on the basis of an agreement expiring on 31st December, 1971:

(1) persons in grades to which service pay applies:

(a) with effect from 1st April 1970*

A Whole-time Officers

50/- a week (£2.50)

B Part-time Officers:

Officers not on hourly rates

25/- a week (£1.25)

Officers on hourly rates

?d an hour (£0.063)

(b) with effect from 1st January, 1971

A Whole-time Officers

34/- a week (£1.70)

B Part-time Officers:

Officers not on hourly rates

17/- a week (£0.85)

Officers on hourly rates

10½d an hour (£0.044)

(2) persons in grades other than those to which service pay applies:

(a) with effect from 1st April, 1970*

7% subject to the following minimum increases:

A Whole-time Officers

30/- a week (£1.50)

B Part-time Officers:

Officers not on hourly rates

15/- a week (£0.75)

Officers on hourly rates

9d an hour (£0.038)

(b) with effect from 1st January, 1971

a further 10 per cent on the salary exclusive of the increases set out at 2 (a) subject to the following minimum increases:

A Whole-time Officers

35/- a week (£1.75)

B Part-time Officers:

Officers not on hourly rates

17/6 a week (£0.875)

Officers on hourly rates

10½d an hour (£0.044)

*Where existing agreements expire on a date other than 31st March, 1970, this increase would have effect from the expiry date of the relevant agreement.

Application of Agreement:

3. (1) The pay increase set out at paragraph 2 would apply to civil servants and local authority officers who come within the scope of conciliation and arbitration schemes and local authority officers who have access to the Labour Court and who are not covered by individual agreements such as that applicable to certain non-professional grades in the Engineering Branch of the Department of Posts and Telegraphs.

(2) The increases set out at paragraph 2 (1) preceding would also apply to the following groups:

(i) manual workers other than those covered by individual agreements (craftsmen and others) employed by the Department of Lands and the Office of Public Works mainly on forestry and drainage operations.

(ii) farm workers employed by the Department of Agriculture and Fisheries at Agricultural Colleges and Institutions, by way of adjustment of existing farm differentials—the appropriate offsets being made in respect of any increases applied to these workers during the period commencing on 1st April, 1970, and ending on 31st December, 1971, as a result of Agricultural Wages Board Orders.

(iii) Male "servant" grades in the local authority service other than employees whose wages are fixed by reference to:—

(1) The construction industry agreement.

(2) The maintenance craftsmen's agreement.

(3) 12th round agreements including "interim" agreements already made.

(4) Agreements to opt out of this agreement.

4. As a measure of acceptance of the principle of equal increases for men and women but recognising the difficulties of its application in present circumstances, the committee agreed, subject to the provisions of paragraph 6 following, to propose the following arrangements in regard to female "servants" in the employment of local authorities:

(a) with effect from 1st April, 1970

A Whole-time workers

40/- a week (£2.00)

B Part-time workers:

Workers not on hourly rates

20/- a week (£1.00)

Workers on hourly rates

1/- an hour (£0.05)

(b) with effect from 1st January, 1971

A Whole-time workers

27/- a week (£1.35)

B Part-time workers:

Workers not on hourly rates

13/6 a week (£0.675)

Workers on hourly rates

8d an hour (£0.034)

(c) with effect from 1st November, 1971

A Whole-time workers

17/- a week (£0.85)

B Part-time workers:

Workers not on hourly rates

8/6 a week (£0.425)

Workers on hourly rates

5½d an hour (£0.024)

The staff representatives undertook that the grant of increases on this basis to female "servants" would not be put forward by them in support of claims for further increases for male "servants" in the employment of local authorities.

Payment in the local service:

5. Pay adjustments arising from promotion, incremental scales, the creation of new positions, or the payment of the 20/- increase (for low-paid workers) effective from 1/10/69, shall not be offset against pay increases in this document.

Exclusions (local authorities):

6. This agreement shall not apply in respect of "servant" grades of the following local authorities who are covered by separate agreements:—

County Boroughs: Dublin, Cork, Limerick and Waterford.

Boroughs: Dún Laoghaire, Drogheda.

Health Authorities: Dublin, Cork and Waterford.

Grade Claims:

7. The Committee considered the position of the pay of individual grades and agreed to propose that, subject to what follows, it would be open to the Staff Side to seek a review of the pay of individual grades, including "servant" grades employed by local authorities. This proposal does not imply any commitment by the Official Side (including local authorities) in regard to such review.

In the event of an increase resulting from a grade review, such increase would be applied in parts on a phased basis commencing not earlier than 1st October, 1970, as follows:

One half of the increase from 1st October, 1970, and the remaining half of the increase from 1st April, 1971.

Where it has been agreed either at a conciliation council or by other appropriate means or, recommended by an arbitration board or the Labour Court that payment should apply from a date

(1) later than 1st October 1970 and earlier than 1st April 1971 phasing would be on the proportionate basis appropriate to such date with the final payment dating from 1st April, 1971.

(2) later than 31st March 1971 phasing will not apply.

8. It was also proposed that any increase that might result from the review of the pay of the following grades would not be subject to this phasing arrangements:

Civil Service Grades

(a) Clerical Officer, Departmental Clerical Officer, Tax Officer, Post Office Clerk Grade A, Assistant Preventive Officer, Principal Stamper, Printing and Binding Clerk.

(b) Engineer, Grade III (Civil) and recruitment professional grades on the same scale as this grade.

(c) Grades in respect of which:

(i) Claims have been submitted to Arbitration;

(ii) Claims have been disagreed at conciliation level or

(iii) Claims have been submitted to the appropriate conciliation council before 1st April, 1970.

Local Authorities Grades

(d) Clerical Officer, Home Assistance Officer, Library Assistant, Assistant Librarian, School Attendance Officer, Civil Defence Officers, Assistants on clerical officer related scales and grades peculiar to individual local authorities where the salary scale of the grade is directly related to one or more points of the clerical officers' salary scale and such direct relationship is agreed to exist.

(e) Grades in respect of which:

(i) Claims have been submitted to Arbitration or to the Labour Court.

(ii) Claims have been disagreed at conciliation level.

(iii) Claims have been submitted to the appropriate local authority/authorities before 1st April 1970, and are awaiting consideration at conciliation or other appropriate level.
