I have asked the Ceann Comhairle to allow me to make an explanation. Yesterday afternoon when I was in the Chair at 5.30 Deputy Neil Blaney asked me who was listed to speak. I pointed out that Deputy Desmond was speaking, Deputy Donegan was next and that there was no further speaker. Deputy Blaney asked me to record the fact that he was anxious to speak which I did giving the time and noting that nobody was offering from Fianna Fáil. Subsequently, I understand that Deputy Blaney pointed out that there was some implied promise that he would be allowed in next. I do not want to become involved in any row between Fianna Fáil Members; it is a matter for themselves to decide who gets priority but I should like to point out in fairness to Deputy Blaney that he did ask me to record the fact that he wished to speak and it is recorded in the book in front of the Leas-Cheann Comhairle.
