(a) The waiting list for physiotherapy for Offaly patients on the date in question was unusually high, as the health authority have been unable, despite repeated attempts, to fill two vacant posts of physiotherapist.
(b) All cases of an urgent nature are admitted to a county hospital or to an extern institution without delay.
