asked the Minister for Finance if he has given consideration to the suggestion of the Junior Chamber of Commerce that the starting hours of work be staggered to ease the present traffic congestion in Dublin city; and, if so, if he proposes to make recommendations on it to the Civil Service and State bodies.

Proposals to stagger starting hours of work in Dublin city involve the co-ordinating of many interests. The position of the public service in this context is under consideration.

Can the Minister say when there will be a decision on this? He will admit there is a lot of sense in the suggestion?

If it were feasible there would be a lot of sense in it but there are quite a number of practical difficulties which do not appear at first glance. These are being examined. As I mentioned, there are quite a number of interests involved and an effort is being made to co-ordinate those interests. Certainly if it appears that there is a practical approach available, the Deputy may take it that the public service by themselves will not hold up such arrangements.
