The answer is "no". Following the Report of the Ground Rents Commission, published in 1964, this matter was carefully examined in connection with the Bill of the Landlord and Tenant (Ground Rents) Act, 1967. It was decided not to include in that legislation any prohibition on the creation of new ground rents.
