andMr. Donnellan asked the Minister for Justice if he will consider the introduction of more stringent measures to deal effectively with those engaged in the peddling and blackmarketing of tickets outside cinemas and sports fixtures in Dublin.

I have no proposals for the introduction of legislation for this purpose.

Does the Minister not consider it necessary to introduce legislation?

I do not. I think it takes place only on a very limited scale indeed and does not apply to anything that is necessary. It applies generally to entertainment tickets or tickets for matches which are not necessary.

Does the Minister not admit that it takes place?

I do, yes. Everyone can see it taking place.

Therefore, the Minister is condoning black marketing?

I am not condoning it. What I am saying is that I am not prepared to make it a criminal offence. There are a lot of other things I do not condone but they are not criminal offences.

Question No. 45.

We are not talking about other things. We are talking about blackmarket tickets.

Yes, well, that is one of them.
