Mr. O'Leary

asked the Minister for Local Government whether he is aware that the increased parking fines are levied inter alia on self-employed persons and employees who are forced to park when making deliveries in the city centre; and whether he will arrange for any alleviation in the imposition of fines in such cases.

The "fine on the spot" system is based on the offence alleged to have been committed and not on the status of the driver involved. The operation of the system in Dublin is a matter for Dublin Corporation or the Garda, depending on whether notices are issued by traffic wardens or by the Garda, and I am not empowered to interfere with their exercise of that power. I would draw the Deputy's attention to the fact that parking prohibitions or restrictions do not apply while goods are being loaded or unloaded even though the vehicle involved is parked in a place where parking is prohibited. Also, a goods vehicle may be parked for 30 minutes, or longer at the discretion of a traffic warden or a member of the Garda Síochána, in a loading bay for the purpose of loading or unloading and may be parked for 30 minutes for the same purpose in a meter parking place without paying the meter fee. A vehicle may also be parked for the purpose of loading or unloading within the roadway marking at a bus stop.

But not where there is a double line?

The clearway only applies to a very short period at both ends of the day.

That is nonsense.
