asked the Minister for Finance why the Government have not implemented the principle, which they accepted in 1969, of giving full parity of pension to all retired civil servants.

It has been indicated that the move towards parity in public service pensions would be spread over a number of years. Towards this end, pensions were revised by reference to 1st February, 1964 pay rates in the 1969 Budget and by reference to 1st June, 1968 pay rates in the 1970 Budget. The making of further adjustments is a matter for decision in connection with the preparation of the Budget.

It is due to happen this year, arithmetically—65, 68 and 71.

There are other factors besides that kind of arithmetical progression.

One factor might be the Minister.
