asked the Minister for Social Welfare why a person (name supplied) was refused an old age contributory pension in view of the fact that he was in insurable employment during the years 1936 to 1942 and 1964 to 1970.

The claimant in this case failed to satisfy the statutory contribution conditions for the award of a contributory old age pension.

Can the Minister say if the insurance record from 1936 to 1942 makes any difference?

It has been gone into and I am afraid it does not satisfy the conditions. The claimant was notified of a decision by a deciding officer and was told of his right to appeal but he did not appeal.

But it would not make any difference if he did?

I am afraid it would not. On the facts available he would not be entitled to it.

The fact that he was self-employed between 1942 and 1964 knocks him out.

Yes, I presume that is the reason why he did not reach the average.
