asked the Minister for Industry and Commerce if he will state, with reference to materials used by industries in the Shannon custom-free industrial zone which process for re-export materials imported free of duty from countries other than those which constitute the states of the EEC and the applicant states, what percentage have tariffs or quotas applied against them by the EEC.

It is estimated that about 70 per cent of the materials used by industrial firms operating in the industrial estate at Shannon is imported free of duty from countries other than those which will constitute the enlarged EEC. Most, if not all, of these materials would be subject to payment of duties on entry to EEC but a detailed inquiry to each of the manufacturers concerned would be necessary to establish the exact position with regard to each such material.

Approximately 60 per cent of the total output of the manufacturing firms operating in the Shannon Estate is exported to countries other than existing member States of the EEC and the applicant countries. There is provision in the EEC regulations for the duty-free importation of non-Community materials for processing for export to third countries. The appropriate Community duty would have to be paid on third country materials processed for sale in the enlarged Community but, of course, the processed products would then have the benefit of duty-free access to other member States of the enlarged Community.
