The question posed by the Deputy has complex legal implications because, for example, of the variety of statutory undertakers with authority to lay pipes, et cetera, under public roads and it would not be possible to give a direct answer to it. If the Deputy has a particular case in mind I would suggest that he should ask the appropriate local authority to investigate it.
