asked the Minister for Transport and Power if he has received representations from the chartered accountant students (ACSSI) concerning the granting of a student travel licence under IATA regulations; and when his decision on the matter may be expected.

The conditions for eligibility to participate in student charter flights are based on a recommendation of the European Civil Aviation Conference (ECAC) which is the European branch of the International Civil Aviation Organisation and of which 20 European states including Ireland are members. In accordance with the definition of the word "student" in the ECAC recommendation accountancy students and other part-time students do not qualify for participation in student charter flights. Regretfully, therefore, I have been unable to accede to the request made on behalf of the accountancy students.
