asked the Minister for Health if he will state in respect of each superannuation scheme sanctioned by him (a) the title of the scheme and statutory instrument reference, (b) the authority for the scheme, (c) the operative date and the date of his approval, (d) employee contributions expressed as a percentage of out-goings and (e) the date of the latest accounts.

1. Scheme for providing pensions and gratuities for or in respect of paid officers and servants of the Board of Governors of Saint Laurence's Hospital (No Statutory Instrument).

Saint Laurence's Hospital Act, 1943

The Scheme was adopted by the Board of Governors of Saint Laurence's Hospital on the 16th day of October 1945, and was confirmed by the Minister for Local Government and Public Health on 17th day of December, 1945. The Scheme came into operation on the 1st day of January, 1946.

Employees contribute at the rate of 5% of remuneration. The costs of the Schemes are part of the normal expenditure of the Hospital. Separate accounts are not kept of the costs and it is not possible to indicate what percentages of the costs are met by employees' contributions.

2. The Saint Laurence's Hospital Superannuation Scheme, 1970 (An amending Scheme with the object of making better arrangements for the provision of pensions and gratuities for or in respect of paid officers of the Board of Governors of Saint Laurence's Hospital) (No Statutory Instrument).

Saint Laurence's Hospital Act, 1943

The Scheme was adopted by the Board of Governors of Saint Laurence's Hospital on the 2nd day of July, 1970, and was confirmed by the Minister on the 16th day of July, 1970. The Scheme came into operation on the 1st day of August, 1970.

3. The Voluntary Hospitals Superannuation Scheme, 1970. (No Statutory Instrument)

The Scheme is non-statutory and applies to office, nursing and other para-medical staffs in Voluntary Hospitals. It is based on and enjoys reciprocity with the Scheme operated under the Local Government (Superannuation) Act, 1956.

The Scheme came into operation with the sanction of the Minister on 1st January, 1969.

Employees contribute at the rate of 5% of remuneration. The cost of the Scheme is part of the normal expenditure of Hospitals. Separate accounts are not kept of the cost, and it is not possible to indicate what percentage of the cost is met by employees' contributions.

4. Pension Scheme for officers of An Bord Altranais (No Statutory Instrument).

The Nurses Act, 1950

The Scheme came into operation on 1st April, 1957 and was sanctioned by the Minister on 28th March, 1957.

Employees contribute at the rate of 5% of remuneration. The cost of the Schemes is part of the normal expenditure of the bodies. Separate accounts are not kept of the costs, and it is not possible to indicate what percentages of the costs are met by employees' contributions.

5. Hospitals Commission Staff Superannuation Scheme (No Statutory Instrument)

The Public Hospitals Act, 1933

The Scheme came into operation on 1st January, 1963 and was sanctioned by the Minister on 30th January, 1965.

6. Voluntary Health Insurance Board Superannuation Scheme, 1965 (No Statutory Instrument).

The Voluntary Health Insurance Act, 1957

The Scheme came into operation 1st May, 1965 and was sanctioned by the Minister on 7th September, 1966.

The scheme is one which the Voluntary Health Insurance Board arranged with Irish Pensions Trust. Employees contribute at the rate of 5% of remuneration.

7. The Local Government (Superannuation) Act, 1956, applies to a number of bodies which have been established under the Health (Corporate Bodies Act, 1961. The bodies and the orders setting them up are:

The information requested at (a), (b) and (c) of the Deputy's question is set out in the tabular statement attached.

As regards (d), it is assumed that by "outgoings" is meant benefits paid out under contributory schemes. As these schemes are of relatively recent origin, and as there is little or no benefit payment experience, it is not possible to relate employee contributions in any meaningful way to benefits paid out. As regards (e), none of the schemes involves a separate superannuation fund, and there are thus no separate accounts.

A superannuation scheme has been sanctioned by me for the National Building Agency Limited. The particulars requested as as follows: (a) National Building Agency Limited Superannuation Scheme, 1971; (b) Paragraph 5 of the Schedule to the National Building Agency Limited Act, 1963; (c) 1st January, 1970 and 20th April, 1971 respectively; (d) The normal contribution is 5 per cent of salary. There are no outgoings to-date; (e) No accounts have yet been furnished.
