Mr. O'Donnell

asked the Minister for Transport and Power whether irregularities have been discovered in the operation of charter flights out of this country; if so, whether new regulations governing the operation of charter flights are contemplated; and if he will give details.

Certain irregularities in the operation of affinity charter flights have come to light. These involve non-compliance in a number of respects with the conditions governing the operation of such flights. In particular, such flights have been advertised publicly and persons have been accepted for them who do not comply with the prescribed condition governing membership of the affinity organisation arranging the charter. If I have advance evidence of such irregularities, I will refuse an authorisation for the flight or, if an authorisation has already issued, I will revoke it.

I do not consider it necessary at present to make new regulations but I am keeping the existing regulations under review and should it be found necessary, the controls will be tightened.

Would the Minister not agree that this is rather hard luck on people who have been making arrangements to travel abroad and particularly to America, and would he try to provide some alternative accommodation for them?

I am sorry for the people concerned but, if we allowed this to become rampant, it would cause serious damage to our national airline, to travel agents, and so on.

I quite agree but surely it is very unfair that because an airline committed an offence innocent people should suffer.

I have every sympathy for them.

Will the Minister extend his sympathy and try to get alternative accommodation for them?
