Vol. 255 No. 6

Ceisteanna—Questions. Oral Answers. - Local Finance and Taxation.

40.

asked the Minister for Local Government the precise terms of reference of the inter-departmental committee on local finance and taxation.

41.

asked the Minister for Local Government if he will enumerate the other sources of revenue for local authorities, apart from rates, suggested in the third interim report of the inter-departmental committee on local finance and taxation; and if he will indicate his attitude towards this report.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 40 and 41 together.

The terms of reference of the inter-departmental committee on local finance and taxation as given in the foreword to each of the committee's three interim reports were to examine and report on the present system of financing the operations of local authorities, the changes, if any, which are desirable in the present system and the sources of local revenue as an alternative or supplement to rates which it may be considered practicable to recommend. Alternative or supplementary forms of local taxation are enumerated in Part IV of the committee's third report entitled "Rates and Other Sources of Revenue of Local Authorities". I am sending a copy of this report to the Deputy. As regards the last part of the Deputy's second question, it is stated in the foreword to the report that the Government are not committeed to accepting all or any of the committee's recommendations.

Has the Minister formed any opinion about the suggestion in the report in relation to other sources of revenue for local authorities?

The Deputy will have to await the publication of the White Paper.
