The question of changes in the constitution and terms of reference of the NIEC does not arise. The proposed council to replace the NIEC will be a new body with its own constitution and terms of reference. Until final agreement has been reached with the interested organisations, I do not intend to make an announcement on the precise details of the proposed body. The Dáil and Seanad will be informed in due course.
