asked the Minister for Social Welfare if he will explain why a married domestic science teacher may work for a vocational education committee for up to twenty-four hours per week without being obliged to pay social welfare contributions, while the same teacher is not allowed to work more than six hours per week for a secondary school without paying 71p. per week in social welfare contributions.

Provided she is not mainly dependent for her livelihood on the earnings from the employment a domestic science teacher employed part-time by a vocational educational committee is excluded by statutory regulations from insurance under the Social Welfare Acts, except for occupational injuries benefit, irrespective of her marital status. If she is mainly dependent for her livelihood on the earnings the ordinary rate employment contributions are payable. I should mention that employment for twenty-four hours a week would not be regarded as part-time employment. A domestic science teacher employed by a secondary school for less than eighteen hours a week is excluded by statutory regulations from insurance under the Social Welfare Acts, except for occupational injuries benefit, provided she is not mainly dependent for her livelihood on the earnings from the employment and the school is not a private one operated for profit. If the school is a private one operated for profit the exclusion does not apply and the full ordinary rate employment contributions are payable.
