asked the Minister for Foreign Affairs what proportion of the expenditure of the United Nations Organisation has been paid for by the United States of America and what proportions of such expenditure will in future be paid for by (a) the USA and (b) China.

20.

asked the Minister for Foreign Affairs what members of the United Nations Organisation were in arrears with their contributions to the budgets of the organisation at the end of the last financial year; the amounts of arrears in each case; and the present extent of the debts of the UN.

With your permission, a Cheann Comhairle, I shall take Questions Nos. 19 and 20 together.

The scale of assessments for contributions to the United Nations budget by the United States and China has been 31.52 per cent and 4 per cent, respectively.

As at 31st December, 1970, 67 countries had not fully paid their assessed contributions to the regular budget. The total unpaid at that date was 49.5 million dollars. I have placed in the Library a copy of the financial report and accounts and report of the board of auditors for 1970, which gives full particulars.

I wonder is the Minister in a position to indicate which of the countries in question have deliberately said they would not pay sums which might have been accidentally in arrears. If he has such information would he be good enough to give it to the House?

I have not got it.

Would the Minister agree that the Government which have been representing China up to the time of their removal, for which the Minister rightly voted, was among the Governments which were heavily in arrears with their contributions?

I have not the precise information. It is in the Library. There are 67 countries in arrears.

There is a percentage of the contribution which has not been met. Would the Minister be in a position to give information as to the percentage of the total contribution which has not been met?

That information is available in the Library. I have not got the figure here.
