asked the Minister for Defence the number of non-commissioned officers or privates who completed more than 31 years service within the last five years; if he will take steps to amend the pensions schemes so as to have their pensions and gratuities calculated in accordance with their actual service instead of limiting them to only 31 years; the cost of making such an amendment; and, if he will make a statement on the matter.

The Defence Forces (Pensions) Schemes are a distinct superannuation code related to the special needs and conditions of the service. The pension is not directly based on the rate of pay. The maximum pension payable after 31 years service, represents between 45 per cent and 55 per cent of pay, depending on rank and marital status. Payment of maximum pension after 31 years service assists towards the maintenance of a balanced age structure, which is an important consideration from a military point of view. It is not proposed to amend the schemes on the lines suggested by the Deputy.

During the past five years 168 noncommissioned officers and privates discharged on pension had more than 31 years service. The cost of paying an increment for each year of service over 31 to these men would be approximately £12,500 per year.
