The Deputy presumably has in mind the passenger service charge which is still levied by a number of municipally owned airports in Britain. The retention of the charge at these airports is a matter of British domestic administration in which I could not intervene.
The arrangement under which the passenger service charge ceased to be levied directly by a majority of European airports and was instead incorporated in air fares derives from a recommendation of the European Civil Aviation conference; this recommendation is not mandatory and was not adopted by a few European countries.
