asked the Minister for Health if an insured patient attending an out-patients' psychiatric clinic at a voluntary teaching hospital or a health board hospital is eligible for free drugs; and, if not, why.

An insured patient is eligible for free drugs at an out-patient psychiatric clinic, at a voluntary hospital or at a health board hospital.
May I ask the Minister whether these are provided at the clinics or at retail pharmacists?
I understand that the Eastern Health Board are now issuing books of prescriptions to each voluntary hospital providing an out-patient psychiatric clinic service. The prescriptions have to be completed by a psychiatrist. I think administrative arrangements of the kind the Deputy suggests are being made.
It is an excellent idea to do this.
