asked the Minister for Foreign Affairs if the Government have ratified the International Covenant on Civil and Political Rights; and, if not, when it is intended to do so.

The question of signature of this covenant is under consideration. Ratification cannot, however, be effected until certain legislation prohibiting discrimination on grounds such as race, colour, sex, et cetera, has been enacted.

Can the Minister say when the legislation will be enacted?

It is being prepared at the moment but I cannot give the date.

Before the Summer Recess.

Neither covenant is in force yet because a sufficient number of countries have not ratified them. We are in the same situation as a number of other countries who must introduce legislation before ratifying the covenants.

Is there any conflict between domestic legislation and ratification of this covenant?

That is the reason for the legislation.

Will the legislation involve the repeal of certain existing laws?
