asked the Minister for Finance if he will indicate in detail the regulations which govern the blending of cigarette tobacco; and if he will consider amending them.

The law regarding materials to be used in making cigarettes is contained in sections 1, 3, 4, 5 and 8 of the Tobacco Act, 1842, and section 10 of the Manufactured Tobacco Act, 1863. In effect, it forbids the use of any material other than tobacco and water. The question of amending the law may arise in the light of developments abroad in the production of tobacco substitutes.

Will this not prevent certain manufacturers from making American-type cigarettes which they may be able to export in an EEC context?

I am afraid I do not understand what the Deputy means by American-type cigarettes, because they include tobacco.

It is toasted tobacco, in addition to saltpetre. I understand that, now that we are in the Common Market, there may be a possibility of some American companies taking an interest in the manufacture of cigarettes here for European distribution. In that case, I think these Acts would have to be amended.

The Deputy will share my anxiety not to do anything in a hasty manner that might in any way imperil the employment of the 2,300 people already engaged in the manufacture of cigarettes from tobacco in Ireland. The situation is being very carefully watched. If the need for legislation should arise, the necessary legislation will be introduced.
