asked the Minister for Foreign Affairs the changes, if any, he has made in foreign policy.

I would refer the Deputy to my speech of 9th May on the Estimates for my Department in the course of which I set out the foreign policy objectives of the Government, the basis on which these objectives have been formulated, and the priorities which the Government attach to their attainment.

In view of the fact that the debate ended very quickly I was unable to speak on it but, having read the Minister's statement, is it not true that, for all intents and purposes, there is no change in foreign policy?

I think there has always been broad agreement on the general principles outlined in our foreign policy in this State and, indeed, I hope it will continue. Each Government put their own emphasis on particular points and aspects and what I tried to do was to indicate the particular emphasis this Government would give in particular areas on policy with which, as I gathered from the debate, there was general agreement in the House.

There is no material change?

There is change in emphasis but there is no reversal of any specific aspect of Government policy from what it was previously.

There was a change of Ministers.
