asked the Taoiseach the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

The information requested is as follows: (a) 2; (b) nil; (c) nil; (d) nil.

asked the Minister for Health the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

Following is the information:

(a) Number of Promotions—Nil

(b) Number of Transfers—1 (Key punch operator)

(c) Number of Temporary Appointments —4 (Key punch operators)

(d) Number of Permanent Appointments —4 (Executive Officers assigned by Civil Service Commission to fill normal vacancies)

asked the Minister for Social Welfare the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

The numbers are: (a) One; (c) None; (d) 23. With regard to (b) transfers frequently take place as part of normal administrative arrangements and no record is kept of such staff movements.

asked the Minister for Defence the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

It is assumed that the Deputy's question relates to Civil Service staff in my Department and does not comprehend the Defence Forces or civilian employees engaged with these forces. On this assumption the information sought by the Deputy is as follows: (a) Promotions—Nil; (b) Transfers—Nil; (c) Temporary appointments—2; (d) Permanent appointments—5. The two temporary appointments were (1) a widow readmitted to the Civil Service under the Civil Service Regulation Act 1956 and (2) a temporary key punch operator who was redundant in the Central Statistics Office and was employed to fill a vacancy in my Department. The five permanent appointments were clerical assistants recruited in the normal way through the Civil Service Commission.

Following is the information requested, in respect of the period 1st to 14th March, 1973: (a) Number of promotions—3; (b) Number of transfers—Nil; (c) Number of temporary appointments—Nil; (d) Number of permanent appointments—5.

asked the Minister for Finance the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

No promotions or temporary appointments were made in the Department of Finance during the period 1st to 14 March, 1973. Three transfers and seven permanent appointments were made in the same period.

The answer to (a), (b), and (c) is none. As regards (d) one appointment of clerical assistant was made.

asked the Minister for Foreign Affairs the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

During the period in question there were two promotions to fill existing vacancies at counsellor and first secretary levels at headquarters. In addition three executive officers were transferred to the Permanent Representation to the EEC at Brussels to fill three new permanent posts there. No new temporary posts were created.

asked the Minister for Posts and Telegraphs the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

Because of the large number of employees, including temporary, casual and part-time staff, in my Department, the wide variety of grades and the fact that the staff is spread over about 2,000 centres, the assembling of the information asked for would be unduly costly in both time and staff.

asked the Minister for Transport and Power the number of (a) promotions (b) transfers (c) temporary appointments and (d) permanent appointments made in his Department in the period 1st to 14th March, 1973.

Following is the information requested:—

(b) One routine transfer within Department.

(c) One appointment of a temporary key punch operator.

(d) Two appointments following Civil Service Commission Competitions.

The numbers are (a) Nil (b) two (c) three and (d) ten. The action taken under (b) (c) and (d) was in accordance with normal civil service procedures.
