asked the Minister for Education if he intends retaining the requirements of two honours in the leaving certificate, one of which must be in Irish, to gain admittance to a course in physical education for boys.

There is no such requirement for admission to the National College of Physical Education.

Would the Parliamentary Secretary tell me how are teachers to be qualified to teach physical education through Irish unless there is some requirement on entry that they are competent in some way in the Irish language? Is there any test as to their competence?

There is. There are three requirements for entry, one of which is that they pass an oral Irish test.
