asked the Minister for Justice if he will state in relation to Irish lawyers in EEC countries whether they can provide legal advice, argue a case without restriction before European courts, have access to documents relating to cases, visit prisoners and be present at preparatory inquiries.

The information requested by the Deputy is not available to me. However, I can inform him that a draft Directive, which would enable lawyers in one member state of the EEC to provide services of this kind in another member state on a temporary basis, is at present before the EEC Council. The present position in relation to this draft Directive is set out on pages 26 and 27 of the First Report on Developments in the European Communities, which was before this House recently.
