asked the Minister for Finance the number of bodies in this country which have consultative status with the United Nations Organisation or the Council of Europe and which have as their sole or main object the promotion of observance of the provisions of the Universal Declaration of Human Rights or the implementation of the European Convention for the Protection of Human Rights and Fundamental Freedoms, or both; and if he will give in respect of every such body the name, address, number of members and annual membership subscription.

I take it that the Deputy has in mind section 19 of the Finance Bill, 1973. A considerable number of bodies have consultative status with the United Nations Organisation or the Council of Europe. However, it would be a matter for any such bodies in this country who wish to qualify under the section to satisfy the Revenue Commissioners that they comply with the requirements of the section as to, inter alia, their sole or main object as defined in paragraph (a) of that section. The Deputy will appreciate that I could not anticipate decisions by the commissioners under the section.
