In May, 1973, in accordance with the mandate given by the Paris Summit Conference of October, 1972, the Commission of the European Economic Communities presented to the Council an action programme for the implementation of industrial and technological policy.
On 20th September, 1973, the Council invited the Commission: to forward to it before 1st November, 1973, a formal proposal on an industrial and technological policy programme in order to allow the Council to adopt it before 1st January, 1974, as provided for by the Paris Summit; and to present to it as soon as possible appropriate proposals with a view to simplifying customs procedures and formalities.
