Vol. 268 No. 5

Ceisteanna—Questions. Oral Answers. - Prison Officers' Conditions.

86.

asked the Minister for Justice if his attention has been drawn to reports of concern expressed by the Prison Officers' Association relating to their working conditions and other related matters; and if he will make a statement on the matter.

(Cavan): The main concern of the Prison Officers' Association is that their members have been the subject of attacks both physical and verbal from prisoners and from persons outside the prisons. They are also concerned that some of their members have been the subject of what appear to be vexatious court proceedings for alleged assaults and the like while on duty.

The association are aware that I share their concern in this matter and that I am considering whether any remedial action can be taken.

Can the Minister state what the Minister for Justice considers as remedial action? May I add my own tribute to the Prison Officers' Association? They have had a very difficult task in discharging their functions.

(Cavan): I wish to repeat that the Minister for Justice, and the Government, are deeply appreciative of the manner in which the prison officers are carrying out delicate work in difficult circumstances. The Deputy has asked what the Minister would regard as remedial action. I think it would be action that would improve the position and leave prison officers more secure in their duties.

Does the Minister consider that the Minister for Justice might consider the introduction of pre-induction courses? What pre-induction courses are available? Can the Minister tell the House how many times in the past six months has the Minister for Justice himself, as distinct from some civil servants, met the association?

(Cavan): I am afraid it would be inappropriate for me, answering on behalf of the Minister for Justice, to say what I think the Minister for Justice should do. I know the Minister has visited all prisons and other places of detention and that he has taken a particular interest in conditions for the men.

I can understand the Minister's difficulty in replying on behalf of the Minister for Justice.
