asked the Minister for Social Welfare the appointments made in his Department from 20th March, 1957, to 13th March, 1973, other than through the Civil Service Commission and in respect of each appointment (a) the name of the person (b) the grade (c) the title of the post (d) the qualifications required (e) the salary and any allowances or emoluments attaching to the post and (f) the terms of employment.

Because of the lengthy period involved and the large number of employees, including temporary clerks, messengers and cleaners, in the Department's local offices throughout the country, who would have been recruited otherwise than through the Civil Service Commission during this period, the assembling of the information asked for would be unduly costly in both time and staff.

asked the Minister for Social Welfare if he will state in respect of persons appointed to his Department otherwise than through the Civil Service Commission during the period 20th March, 1957, to 13th March, 1973, the number who were appointed to permanent positions paid out of public funds between 2nd March, 1973, and 13th March, 1973, and in each case (a) the name of the person (b) the position to which the person was appointed (c) the qualifications required (d) the salary and any other allowance or emoluments attaching to the post and (e) the terms of employment.

The answer is "none".

asked the Minister for Defence the appointments made in his Department from 20th March, 1957, to 13th March, 1973, other than through the Civil Service Commission and in respect of each appointment (a) the name of the person (b) the grade (c) the title of the post (d) the qualifications required (e) the salary and any allowances or emoluments attaching to the post and (f) the terms of employment.

The compilation of the information requested by the Deputy in respect of a period of almost 16 years would be difficult and would involve an undue amount of staff time.

I can, however, state for the information of the Deputy, that the appointments made in my Department during the period in question, other than through the Civil Service Commission, fall into the following two broad categories:—

(1) Unestablished employees such as messengers, watchmen, cleaners, firelighters, etc.

(2) Widows readmitted to the Civil Service.

Persons in these categories are normally employed direct by Government Departments in accordance with relevant provisions of the Civil Service Commissioners Act, 1956, and the Civil Service Regulations Act, 1956.
