asked the Minister for Local Government whether civil engineering technicians who have obtained the leaving certificate and spent two years in a school of technology have been put on the same rate of pay as draughtsmen with local authorities who enter as apprentices at 16 years of age; and, in view of the fact that the technicians regard this as unfair, if he will make a statement on the matter.

The salary scale for the grade of civil engineering technician in the local authority service has been broad-banded with that of the existing grade of draughtsman. While I do not wish to comment in detail on the comparability of the qualifications for these grades, I would point out that the Deputy appears to be confusing the grade of draughtsman with that of trainee draughtsman which has a lower salary scale.
