The scheme of social insurance provided by the Social Welfare Acts, including the recent extension of such insurance to include all persons in non-manual employment regardless of their rate of remuneration, covers only persons who are employed by an employer. Membership of a House of the Oireachtas does not make a person an employee and therefore does not make a Member eligible to be insured under the Acts in respect of such membership.
