The rate struck by Carlow County Council for the financial year 1973-74 was £5.89 in the £ as against £4.89 in the £ for the transitional financial period April-December, 1974.
A simple mathematical comparison between the rates for April-December, 1974, and an April-March period is not valid because the pattern of local authority receipts and expenditure varies at different periods over the year.
