The studies undertaken by CIE management, and to which reference was made in the board's Press announcements concerning rail development on 10th July, 1974, had regard to the general concepts outlined in the McKinsey Report of 1971 but other factors, including the energy situation, which have since emerged were taken into account in formulating the proposals finally announced. Major changes in the general situation, such as that arising out of the energy crisis, will be borne in mind in implementing the proposals.
