asked the Minister for Defence the considerations taken into account in the promotion of a lieutenant (name supplied) in a Dublin battalion of the FCA to the rank of captain of a Cork battalion, in view of the fact that he is working and resident full-time in Dublin and that officers in Dublin were deprived of seniority and officers in Cork were denied promotion to the position.

I considered that it would be in the general interest of the FCA that the officer in question should be given the higher rank. Since his promotion no vacancy in the rank of captain has arisen in the Dublin unit to which he belonged, and the promotion will not be an obstacle to the promotion to the rank of captain of any officer of either of the units concerned.
