Not generally, but in the normal way a small number of grades may from time to time express dissatisfaction on particular matters. The Conciliation and Arbitration Scheme for the Civil Service provides agreed procedures for dealing with staff pay claims and so on and a Departmental Conciliation Council meets regularly every two months.
