Definitive agreement by the Council of Ministers on an act or acts may not be repudiated by a member State. However, sometimes agreement by Ministers to a Council act may be ad referendum, that is subject to subsequent approval by their Governments. This agreement is not binding on member States until so confirmed and the act is not formally adopted unless and until confirmation is given. A Government may, of course, refuse to approve such agreement without breaking any obligation.
