asked the Minister for Finance the steps the Government are taking to change the emphasis of policy from the quantitative to the qualitative aspects of economic growth.

Economic policy, under successive Governments, has never emphasised quantitative rather than qualitative aspects of economic growth. Indeed, the Third Programme prepared under the previous Government's authority, specifically stated that:

A rise in economic prosperity is of little value for its own sake; it is only valuable if it makes possible, and is used for, an improvement in the quality of life.

The present Government's views on the qualitative aspects of economic growth were clearly set out in the statement of intent published in February, 1973, by the parties comprising the Government. This stressed the social goals of economic activity and the actions of the Government since taking office have given evidence of this concern.

Is that propaganda?
