This is a matter which I have already considered in a general way without coming to a definite decision. I propose to consider it further in due course. I have, however, no information that would lead me to think that it is a matter that might be given a top priority and, even if I were satisfied in principle that some legislation were desirable and useful, it is not something that I would be in a position to undertake for some time yet.
