I move:

That notwithstanding anything to the contrary contained in Standing Order 118 of the Standing Orders relative to Public Business, the motion approving of the charge in any Bill initiated in the present session to charge and impose on certain capital gains a duty of inland revenue to be known as capital gains tax, to amend the law relating to inland revenue and to make further provisions in connection with finance, may be taken at any time prior to the Committee Stage of the Bill.
