asked the Minister for Posts and Telegraphs if he is aware that the Disabled Artists Association are in a serious financial position as a result of the increase in postal charges on them by 400 per cent within the past year; and if he will now arrange to have their Christmas card sample packets classed again as printed matter for postal charges.

Under the terms of the Inland Post Warrant, 1939 and the Foreign Post Warrant, 1949, the packets in question do not qualify for transmission at printed paper rates. They have always been posted at letter rate except at Christmas, 1971 and 1972 when they were posted as printed matter and escaped detection.

I do not understand the Deputy's reference to a 400 per cent increase in charges within the past year.
